Aside from the problem of overcoming the effects of the enemy’s well-planned demolitions, it was necessary to develop Cherbourg from a peacetime daily tonnage average of less than 800 tons to a major port with a capacity in excess of 25,000 tons per day. This report is published as an authentic record of how the work was done in order that it may be of assistance to others who have similar rehabilitation projects in this and other theaters. Information was secured from every authoritative source, and is based on official planning and operational reports, personal observations, interviews with key personnel who dealt with the project during the planning stages, as well as those who carried out the actual reconstruction. All port development through 30 September 1944 is included in the report, by which time more than 95% of the facilities had been completed. This report was compiled by Lt. Col. Joseph A. Crist, C.E., of this section. Officers and enlisted personnel of the 1056th Engineer Port Construction and Repair Group and attached units, as well as the Commander of the U.S. Naval Task Force, cooperated. Photographs used in the report were furnished by Army Pictorial Service and the various engineer units on the project.
